I get a digital certificate error when I run this in Java 7.
also, I don't care for the program's name, I would probably not use it just because of that.

I have also heard that it won't go through a firewall.

for those who need this kind of thing, there are bandwidth limiting modules available for Apache web server (such as XAMPP) like mod_cband and mod_bw.  but I think these you have to compile, unfortunately, the authors only distribute source code sometimes and are linux-only folk. :-(
I am working to try to get mod_cband to compile, but I am having problems trying to get the configure script to compile.  if I can get it to compile, I might put it on sourceforge.net.

The source code is all open source, feel free to fork it and create a new version.

Yes, these are fine tools. The point of Sloppy was to avoid some of compilation/configuration problems, but there are many other options available, including the Network Link Conditioner built in to Mac OS X.

Images attached showing information about the 3 warnings upon starting Sloppy, I believe Warning 2 is expected though. When viewing the details of the certificate chain, the top 2 certificates have expired, while the lowest one is 'valid' until 2021. The third warning is about mixing signed and unsigned code I believe?

Ok - that's very detailed and helpful, and I agree the mixing signed/unsigned code is a problem there.  Also, looks like I just need to throw some money at signing this code now that the free certificates have well and truly expired.
