Chapter 16: The Divine And Demoniac Natures
Verse: 19
tan aham dvishatah kruran
samsareshu naradhaman
kshipamy ajasram asubhan
asurishv eva yonishu

Translation:
Those who are envious and mischievous, who are the lowest among men, I perpetually cast into the ocean of material existence, into various demoniac species of life.

Explanation:
In the last 12 verses, Krishna has described the demoniac mentality in details. One may wonder what happens to such person. In two verses Krishna answers this question.

Because of their propensity to perform sinful activities, reject the Vedas and act whimsically, such people are cast into various demoniac species of life, like meat eaters, animals or even lower forms. One may deduce from this verse that Krishna personally punishes such people. If God is all merciful, then why does He punish such people? Actually, Krishna is always detached. He has no enemies and does not envy any one. Such people are condemned by their own actions. The invincible laws of karma give them due reactions to each and every sinful activity performed by them.

Srila Prabhupada comments, "Therefore in the material existence we find so many species of life-animals, insects, men, and so on. All are arranged by the superior power. They are not accidental. As for the demoniac, it is clearly said here that they are perpetually put into the wombs of demons, and thus they continue to be envious, the lowest of mankind."
