Charter Pipeline internet access

Is Charter Cable's internet access in SLO any good? Fast? Reliable?

I understand they require a one-year service commitment on all accounts. Is
this true, even if you're paying for modem rental? (Charter's literature seems
to contradict what they tell you on the phone.)
