[FAQ] Mailto subject lines improved

I've changed all the "mailto" links on the FAQ text pages to improve the subject lines. There is an ongoing problem of receiving emails from users which don't specify what page they are discussing, so this is the first step in doing something about that. I'll be adding subject information to everything on the CGI pages, the kanji site, and qhanzi.com in due course.

The qhanzi.com pages now all have subject fields in the mailto links, like this:

mailto:benkasmi...@gmail.com?subject=qhanzi.com%20-%20Handwritten%20Chinese%20input

The subject line has to be encoded like this to work properly.

This work is now complete on kanji.sljfaq.org. The subject line given is the page title. The remaining thing to do is the CGI pages.
