[kanji] Old k= links are now redirects

I got an email from Google telling me that "mobile usability issues" had occurred on the site. It turned out to be links of the form

https://kanji.sljfaq.org/minidic.cgi?k=%E5%88%83

which link to the old "minidic" experimental dictionary server at kanji.sljfaq.org. This has now been replaced with the new dictionary pages so I've altered the above program to send users to the new dictionary pages via redirects.
