CGI client-side using Emscripten?

Is it possible to move the CGI client-side using Emscripten, using stuff like WebPerl?

This should remove the need for people attempting to run automated processing on the server, and instead people could use e.g. Chrome DevTools to use automated queries against the website (see: Textractor)

I have no interest in allowing people to run automated processing on the server.
