[cgi] Some problems with hosting

There were some problems with the hosting on www.sljfaq.org yesterday.

This cascaded into an ongoing problem with the cgi site which I have just done a fix for. Users may not have noticed a disruption since it reverts back to the old system if the new system stops working.

Hopefully the problems are over now.
