1. Who is Anna Hazare?

Padam Bhushan Anna Hazare is an ex-army man. Fought 1965 Indo-Pak War

 
He lives in a small room attached to the Sant Yadavbaba temple in
Ralegan Siddhi since 1975.
On April 16, 2011, he declared his bank balance of 67,183 and 1,500 as money in hand, He receives pension from the Indian army.

He owns 0.07 hectares of family land in Ralegan Siddhi which is being used by his brothers.


2. What's so special about him?

He re built a poverty struck village Ralegaon Siddhi in Ahamad Nagar district, Maharashtra,


3. So what?


In 1975, it used to be a poverty clad village. Now it is one of the richest village in India. It has become a model for self-sustained, eco-friendly & harmonic village.
 
Energy is produced in the village itself from solar power, biofuel and wind mills.

Right to Information movement

In the early 2000s Hazare led a movement in Maharashtra state which forced the state government to pass a stronger Maharashtra Right to Information Act.
This Act was later considered as the base document for the
Right to Information Act 2005 (RTI), enacted by the Union Government.
 
Regulation of Transfers and Prevention of Delay in Discharge of Official Duties Act

Before 2006 in the state of Maharashtra, even honest government officers were transferred to other places according to ministers wish. Sometimes within months of being posted to a place, whereas some corrupt and favored officials were cozy in their postings for many years in some cases even for 10 to 20 years and since there was not any guideline or law
 
The Prevention of Delay in Discharge of Official Duties Act 2006
, aimed at curbing the delay by its officers and employees in discharging their duties. This act provides for disciplinary action against officials who move files slowly and enables monitoring officials who stay too long in a post, or in a department, and for involvement in a corrupt nexus.
Act also prevents the government from effecting frequent transfers of officers before the stipulated three-year tenure, except in case of emergency and under exceptional circumstances. Maharashtra is the first state in the country to have introduced such act.

6. Really, what is he fighting for?


He is supporting a cause, the amendment of a law to curb corruption in India.

 
The Jan Lokpal Bill (The Citizen Ombudsman Bill)

This will form an autonomous authority who will make politicians (ministers), beurocrats (IAS/IPS) accountable for their deeds.

He is also asking for NOTA Electoral reform / Right to reject

If you don’t want to vote for any politician there should be a choice. The "None of the above (NOTA)" is a ballot option that allows an electorate to indicate disapproval of all of the candidates in an electoral system, in case of non-availability of any candidate of his choice, as his
Right to Reject. Soon, the Chief Election Commissioner of India Shahabuddin Yaqoob Quraishi supported Hazare's demand for the electoral reforms.
 
7. It's an entirely new thing right..?


In 1972, the bill was proposed by then Law minister. Since then it has been neglected by the politicians and some are trying to change the bill to suit thier theft (corruption).


7. Oh.. He is going on a hunger strike for that whole thing of passing a Bill ! How can that be possible in such a short span of time?


The first thing he is asking for is: the government should come forward and announce that the bill is going to be passed.

Next, they make a joint committee to DRAFT the JAN LOKPAL BILL. 50% goverment participation and 50% public participation. Because you cant trust the government entirely for making such a bill which does not suit them.


8. Fine, What will happen when this bill is passed?


A LokPal will be appointed at the centre. He will have an autonomous charge, say like the Election Commission of India. In each and every state, Lokayukta will be appointed.
 
The job is to bring all alleged party to trial in case of corruptions within 1 year. Within 2 years, the guilty will be punished. Not like, Bofors scam or Bhopal Gas Tragedy case, that has been going for last 25 years without any result.

 
Key features of proposed bill

 
§
 To establish a central government anti-corruption institution called Lokpal, supported by Lokayukta at the state level.
 
§
 As in the case of the Supreme Court and Cabinet Secretariat, the Lokpal will be supervised by the Cabinet Secretary and the Election Commission. As a result, it will be completely independent of the government and free from ministerial influence in its investigations.
 
§
 Members will be appointed by judges, Indian Administrative Service officers with a clean record, private citizens and constitutional authorities through a transparent and participatory process. A selection committee will invite shortlisted candidates for interviews, video recordings of which will thereafter be made public.
 
§
 Every month on its website, the Lokayukta will publish a list of cases dealt with, brief details of each, their outcome and any action taken or proposed. It will also publish lists of all cases received by the Lokayukta during the previous month, cases dealt with and those which are pending.
 
§
 Investigations of each case must be completed in one year. Any resulting trials should be concluded in the following year, giving a total maximum process time of two years.
 
§
 Losses caused to the government by a corrupt individual will be recovered at the time of conviction.
 
§
 Government office work required by a citizen that is not completed within a prescribed time period will result in Lokpal imposing financial penalties on those responsible, which will then be given as compensation to the complainant.
 
§
 Complaints against any officer of Lokpal will be investigated and completed within a month and, if found to be substantive, will result in the officer being dismissed within two months.
 
§
 The existing anti-corruption agencies (CVC, departmental vigilance and the anti-corruption branch of the CBI) will be merged into Lokpal which will have complete power and authority to independently investigate and prosecute any officer, judge or politician.
 
§
 Whistleblowers who alert the agency to potential corruption cases will also be provided with protection by it.
 
 
Difference between Draft Lokpal Bill 2010 and Jan Lokpal Bill

Lokpal does not have powers to investigate the prime minister. ( WHY NOT…?) Lokpal will have the powers to investigate the prime minister.
Lokpal can only probe complaints approved by the Speaker of the Lok Sabha or the Chairman of the Rajya Sabha. ( AND MR SPEAKER FAVOURS YOU CAN VERY WELL GUESS WHO….) Lokpal will have powers to initiate suo moto action or receive complaints of corruption from any citizen if it deems it worthy.
Lokpal will only be an Advisory Body with a role limited to forwarding reports to a "Competent Authority". ( FORWARDING REPORTS THATS WHAT GOV. WANTS.. ) Lokpal will have the power to initiate prosecution of anyone found guilty.
Lokpal will have no police powers and no ability to register a First Information Report or proceed with criminal investigations. ( GOV WANTS LOKPAL WITH NO TEETH ) Lokpal will have police powers as well as the ability to register FIRs.
The CBI and Lokpal will be unconnected. ( CBI REPORTS TO PMO… ) Lokpal and the anti corruption wing of the CBI will be one independent body.
Punishment for corruption will be a minimum of 6 months and a maximum of up to 7 years. Punishments will be a minimum of 10 years and a maximum of up to life imprisonment.


 


9. Is he alone? Whoelse is there in the fight with Anna Hazare?


Ex. IPS Kiran Bedi, Social Activist Swami Agnivesh, RTI activist Arvind Kejriwal and many more.

Prominent personalities like Aamir Khan is supporting his cause.
