Problem with timestamp form elements

I am creating a date/time picker for querying and plotting time series data.

I am experiencing two problems with it:

1. The time entries on the form do not respond well to the new values when using the arrows to change them.
   
2. The bounds on the plot are not corresponding well with the start and stop times in the form.
