Just to clear up the confusion:
This is sort of a clean-slate start. No one's physical location is set in stone, so you have the opportunity to say, "Maj. Hunky Butt was out grocery shopping at the time communication was lost with the SGC, so he's eligible for this mission" even if Maj. Hunky Butt is technically a based character, or an Owned NPC, or whatevs.
Now, if you decide that you don't want to bring Sgt. Sparkly Pants along, you don't *have* to say they were in the SGC, just that they were out of communication during the pickup window, which was about six hours from the time that Tim got the call from Carter in my first post to the time when the KG6 breaks orbit in my most recent post.
So, to use a more concrete example: Katie did not bring Aidan Sawyer along on this one, she chose Capt. Serra. All that means is that Serra just happened to be off base at the time. That doesn't mean Sawyer was on base... she might have been in DC, she might have been doing sensory deprivation treatment, she might have been passed out drunk, or offworld by other means, or whatever. The storyline, as I'm building it, should allow you the flexibility to decide later where your other characters happen to be when this all goes down. Once we gather a bit of steam, we can start bringing in other characters if we want, and we can find them wherever the story takes us, be it back on Earth, in the SGC, or offworld, and the player and I can discuss why they are offworld and what they're doing there.
Now... all that being said: I anticipate that this whole thing is going to be both more character-driven AND more story-driven past this initial "I'm in" phase. So, not to spoil anything, the briefing is actually going to give the characters some choices in terms of who they team up with and where they go... but I've also got fairly definite (if very flexible) ideas about what's going to happen and what they're going to find as things progress. If things stall out and the characters are all just standing around staring at each other, I intend to either drop in events and information through either NPCs or the most-suitable player character to try to stimulate more activity/action.

Please have any JPs wrapped up and posted by 5/22 as that's when I'll be posting the beginning of the briefing. I'll be largely out of touch from 5/17 through 5/20 on account of an anniversary trip with my lovely wife, so if anyone wants to do a quick JP with Hicks or the NPCs I've created on the ship, now is a great time. That said, given the travel time, there will be some opportunity after the briefing for folks to get settled and do shipboard JPs and such prior to them arriving at their destination. I'll post a reminder on the 21st that everyone should be ready for the briefing. The initial post will assume that all the PCs are in the room, unless you let me know you want to do a deliberately late arrival/no-show thing.
