SkyCat v1.6 Fails to Start

I am new to SkyRoof and have been trying to get CAT control for my FT-847 via SkyCat.  When I open a command window (Win11) and type the following command string:

C:\SkyCat>skycatd -m 1001 -r COM10 -s 9600 -vvv -f

I get the following error:

Error creating server: Could not load file or assembly 'System.IO.Ports, Version=9.0.0.7, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51'. The system cannot find the file specified.

Which is weird because the file is clearly in the same directory as the skycatd.exe file

BTW - I tried this on another computer and it started fine.  Unfortunately, that computer is not in my shack.
