Windows 11 and FT-991A

I'm having a difficult time getting SkyRoof 1.17 to communicate with my FT-991A under Windows 11.  The radio is communicating properly with Rigctld 4.5.5 since I can manually control the radio through rigctl.  Turning on debugging its clear the SkyRoof and the 991A are trying to talk to each other but somehow the communications are not getting through.  Does anyone have any ideas on how to get this to work?  My Windows 10 configuration came right up after installing Rigctld 4.5.5 and SkyRoof.
