Copy Element Button Not working as expected

I have a one page survey with multiple questions. Several of the
questions have multiple elements. I am creating a new question at the
end of the survey with multiple elements.
One of the elements repeats (an Explain multi-line text box). I
created one instance of this element and then intended to copy/paste
element to make more, then to re-order elements to get everything
where it belonged

I made the first of these repeating elements. Then I clicked Copy
Element button. The screen refreshes and gives me a view of the survey
as if it has no question groups. There is only a create question group
button showing below the title. I have a screen grab i'll see if I can

Hitting the browser back button returns to the survey with no apparent
damage. My work around is to just manually create all the instances of
this element that I need
