Bug in Removing respondent email from Respondent Pool

I have a survey with respondent pools set for email unique URL.
I added two email addresses and sent a message to those respondents
who completed the survey
I decided to add another respondent. I used the system to send the URL
to that respondent, then later agreed (offline) with that respondent
that he would not complete the survey.
I added another (4th) respondent to the pool and that respondent
completed the survey

I then decided to delete the 3rd respondent (who would not be taking
the survey). I did this because the Respondent Pool list show
%complete and is counting each of the listed respondents. Since I'd
agreed one respondent would not complete the survey, the response rate
would not get to 100% unless I deleted this email address from the
pool.
I have tried the Remove process, but the email was not removed. I
believe this function has worked for me in the past, but I've never
tried it in a case where there is data from other respondents
connected with the pool, or the case where other respondents have been
added later.
