URGENT forced cross-reference

I have nested entries in a run-in index, like this (all-caps are small caps):

educational reforms     
--DIGITALIZATION [subentries follow]
--MARKET-ORIENTED [subentries follow]

I have xrefs after "educational reforms", but of course Sky sees this as its own heading and makes them See, when they should be See also.

In the User's Guide I can find how to Toggle forced See/See also xrefs, but I can't find how to MAKE a forced See/See also xref. According to my understanding of the Guide, I first have to MAKE a forced xref, and then I can toggle it if I want. (The Guide needs a better index!) I even did a search in Acrobat for the word Force, and it brought up the paragraph on toggling, but nothing on making a forced xref.

I'm supposed to turn these corrections in to the designer today. I only just saw this now as I was making the author's corrections.

I may go ahead and do this in the Word file, but I sure would like to know how to do it in the future -- as would others I guess!

When the upgrade came through for Sky that made "xref" the standard, rather than an option, I asked Kamm how to turn it off. (I wanted to be able to insert "see" or "see also" on my own, rather than have the software "fix" it for me.) He told me that it doesn't turn off now, as there was apparently was no time when you would want one when the entries were formatting in such a way as to warrant the other. Clearly you have found a situation that calls for the ability to be able to change this, so I would reach out to Kamm and let him know. For now, however, I believe you'll have to make the adjustment manually.

Thanks, Kendra. That also explains the User's Guide. I know it's based on earlier versions of the software. Fortunately, in Sky I was able to search for the swing dash (~) that I use to translate to an em dash. There are only three nested entries in the index, and I can search in Word for the em dash, so it's not a total disaster at this point. But I will tell Kamm about this.

Just for the record, I saved the index as a different name (with toggle in the name) and attempted to use the utility to toggle the xrefs. But I got a message that I couldn't do it because there weren't any forced xrefs.
