You are right- for reasons best known, our administrators are trained to seek control on issues they themselves admit they dont know, but appoint a committee of selected experts, experts who tow veiw points of some vested interests who drive the process, and get recommendations as they want , approve the same looking very innocent and appear to be doing everything in proper order. Arbitrariness and irrationality is couched carefully in these well organised orchestrated processes where no one will be accountable for their actions, but all of them, know what they are doing! 
Well- eventually Soviet Union also collapsed- the economic forces will prevail and poor governments will not be able to continue this charade and financially viable alternatives will find their way, as a matter of survival!
Wisdom is always slow to dawn on power drunk arrogant persons who think their chairs make them immune to what ever they do, but forget it is actually burden of responsibility they are carrying!  
Meantime the common people in whose name all are serving, wait patiently suffering, some in agricultural sector prefer to bid goodbye to the torture and annually more than 3000 persons who actually want to live, get run over in the city of Mumbai on the poorly designed urban transport systems, and many millions of productive hours are lost in miserable conditions on roads, simply trying to reach destinations daily!

Why Should the Govt artifically or even purposefully
'support/endorse' any technolgy. What are the basis.

Yes the govt will/should need to setup not just for
mass transit/rail but for all other transport modes
i) a Safety watchdog, which will then specify the
standards to adhere to.
ii)A strategic Watch: which will define the strategic
specifications be it improving speed. or improving
capacity or improving relaibilty.

iii) Yes , all modes should have a performance regime,
customers who are even delayed by a minute should be
compensated , The customer may even be the GOVT
itself.

Straight away any technolgy that adheres to above 3
parameters is beneficial for not only the customers
but even the service provider.....and hence the
business case and hence the endorsement/acceptance of
technology or a system by mutual understanding and a
sound business case.
