Thank you- you have put a very pertinent question. it is a multi-dimensional issue:
1. Even when a private party wants to put up, since public safety concerns exist, State has a say.
2. New technology to be accepted is not a matter of mere technological excellence, but as much a social process of acceptance at general society's cognitive,psychological, political & policy clarity levels prevailing to accept a change.
3.Skybus technology, frankly speaking, nothing is new- all are existing sub-assemblies- in fact more than a few times repeatedly I made statements that what is simple is being made out to be complex and I am needlessly being credited with having done something new!
4.Surprisingly to me while simple persons who are not "consultants", easily understood by simple bench marking with exisitng railway, as well as serious dedicated scientists of repute with no private agenda technically upheld the validity of what I am saying.
5. But the Government needed policy to deal with something new, not existing any where else in the world- so the legal frame work is just getting into place- with urban ministry framing the safety panel and commissioner to issue the safety certificate and the act under which the same can be done.
6. Our country does not have proper process of adjudging new technologies and be the first to introduce- so policy initiatives in this matter are needed. We are stuck with procurement mentality and correct tendering process for existing proven systems.
7.More than once I offered even as Managing Director Konkan railway, that as PSU, I will raise Rs 6000 cr and provide Skybus metro rail free from Government funding, to carry 6 m passengers per day, if only Maharahtra state hands over right of way to Konkan railway Corporation- with proper International safety certification! But both CM and the Government maintained studied silence with no reply.
 
8. Even now after retirement I did offer the same again- but with no response.
 
9. It is amusing to watch the indifference prevalent in our system, so long as you are not a victim of the same- but those in power are immune and those who suffer generally belong to the ruled class- so makes no difference!
 
10. Well, I am advised that I better leave the country and try out outside the country, then India will import- at a very high policy making level of my country!
 
11. Once again thanks for your query and still I do hope time is now ripe for the governments to take a view and benefit! I am getting now some positive indications- and hope will be able to give some good news soon!
 
 12. I never wanted the Government to spend funds and own the Skybus- only wanted permission to provide Skybus free- but unless govt announces their willingness, private equity will not flow.
 
13, So it is more a case of policy constraints- please remember when no skybus existed, and Govt refused to give any funds for making prototypes, it is private industry who spent their funds to the extent of Rs 4 cr to create two Skybus coaches, civil structures, the most elegant Skystation with full furnishing including air-conditioning, electronics, ticketing machines and CCTV too-value of which in market is placed at Rs 7 cr!! With no promises of assured business, the private technology companies of our country and far-eastern countries put this up! Isn't it sufficient to show the strength of the Skybus technology- even as concept.
14. Private parties are willing and ready- it is for the Government to get out of their thinking that standard gauge metro rail should cost much more and needs viability gap funding- and frame restrictive specifications only to favour established metro industries from foreign shores. Once Government stops artificially to support a particular technogy, but lay down only the safety requirements and functional requirements, with penalties for failures, we will get better systems like financially viable & safer mass transit Skybus standard gauge metro rail.

Whats preventing the inventor to launch the skybus.
Does a business case exist for this solution, i am sure there is one.
a) has it been difficult selling your idea to the Public ownership i.e
GOVT
or
b) Your business case isnt srong enough to attract pvt funding
