Data hanging around

This is confusing me to no end.

Once I got past the initial error I posted earlier (by inserting that
missing record into the settings table) I was able to create a
project. It was doing some weird things when I tried to add new users,
threw some errors, and deleting a user wouldn't do anything except
give a message that the user was deleted. Even deleting the user in
SQL didn't remove them.. .there's no record at all but if I log out
and log in, clear my cookies, etc, I still get the user I created
showing up as a user on a project. Any other users I try to add just
give me a message that this other user is already a member and put a
duplicate of him on the page.
