Public read-only access

I have the public read-only access code finished. This will allow you
to set public read-only rights to individual projects. There is a new
setting for anonymous access which globally controls whether project
admins can turn this on for their projects or not. Think of it as a
safeguard.

I will be committing these changes tonight and preparing a final build
for the 0.4.0 release. I plan to post the release publicly to the
riaforge.org site late tonight. Once I do this, I will be opening this
group up to allow public registration so anyone can register and
discuss the skweegee development effort.

I will post a message as soon as the new code and build both go up.
