Apply failed with 1 conflict: conflict with "Mozilla" with subresource "scale" using apps/v1: .spec.replicas

Hi Team,

We are working on POC of skupper V2 in our environment. Where we were successfully deployed skupper V2, linked sites and able to expose the services using the connector and listener. However while scaling up the skupper router horizontally we noticed one issue where skupper site throws below error when we scale up skupper-router pod.

1009 [Mon 11 9:17PM] 192 :~ oc get site

NAME                       STATUS   SITES IN NETWORK   MESSAGE

test-sre   Error    2                  Apply failed with 1 conflict: conflict with "Mozilla" with subresource "scale" using apps/v1: .spec.replicas

As soon as we scale down the pod to replica 1 then site shows status to OK again.

1012 [Mon 11 9:22PM] 192 :~ oc get site

NAME                       STATUS   SITES IN NETWORK   MESSAGE

testr-sre   Ready    2                  OK

Please suggest what is the process to scale it horizontal.

Use `ha` to provide two routers on a site:

* https://skupperproject.github.io/refdog/commands/site/create.html
