New Install tutorial and Docker image for Skosmos 3.0

Hi all,

following the release of Skosmos 3.0, we have now updated the install
tutorial in the wiki to match Skosmos 3 and recent Fuseki releases:

The tutorial has also been simplified a bit, for example dropping the
use of Varnish as a proxy cache.


There was also a little hiccup creating the final Skosmos 3.0 Docker
image, but now this has been resolved and the v3.0 image is available on
Quay.io: https://quay.io/repository/natlibfi/skosmos?tab=tags&tag=latest
