Need help on this

This is the scenario, client coming through a Global Load balancer  then to Apache web-server where we have two authentication agent one siteminder and other PBSG and then the request goes to web-logic. the issue we face here, when both the authentication agent is turned on we having very delayed response time. I don't know whether we can do any settings in Apache to define or not. when we turn off of the agent the response time is quick. looking for some guidance regarding this issue.
