[skottie] Adding Color Overlay layer style

Hi team,

I noticed Color Overlay layer style (ty:7) doesn't seem to be supported in Skottie yet. This is a commonly used After Effects layer style. I have a CL ready. The implementation is straightforward and relies on a SkColorMatrix image filter. Happy to discuss in case I'm missing anything, and open to any feedback or a direct CL review!
