Proposed update to require Vulkan 1.1

Hi,

The Skia team is considering updating the minimum required Vulkan version supported by Ganesh to 1.1 (currently 1.0).  Graphite already requires 1.1 and is also the minimum requirement for Chromium and Android to enable Vulkan.

Updating to 1.1 would allow us to greatly simplify Skia's initialization of Vulkan given the number of nice-to-have things that were promoted to core 1.1, but I wanted to check with the broader community to see if there was anyone that has been relying on Vulkan 1.0 without the ability to move to 1.1.
