Difference between pathops.TightBounds(path, rect) and rect=path.computeTightBounds()

Pretty much what the title says, what's the difference between the two? In code, neither seems to use the other, and each seems to have a different algorithm for calculating the bounds.
Do they return the same thing? If so, which has better performance?
