SkTileMode::kClamp on CPU surfaces ignored

Hello,

Some months ago I discovered that the SkTileMode::kClamp doesn't work when using CPU surfaces, and reported the bug here.

Unfortunately, for my use case, I need CPU surfaces, and the clamp tile mode is useful when dealing with background blurs, to prevent transparent edges.

Here's an example of my use case: 

Would you happen to have any ideas, or suggestions, on how to reproduce this effect on CPU surfaces, maybe by using a different API?

For your fiddle, adding a clipRect to the bounds of the region gets things looking closer (although it alters the results slightly): https://fiddle.skia.org/c/3acbb6fa798788c24053b4fc27883e8e
