How much can bicubic safely downsize images?

In reference to https://issues.skia.org/issues/332580479, I received the following information:

> "Skia's bicubic interpolation utilizes a fixed-size window. Consequently, for downsampling beyond a specific threshold, there will be a degradation in quality."

Could someone please provide clarification on the exact dimensions of this window and specify the threshold size beyond which downsampling can be done safely without compromising quality?

The downscaled version of my sample image using bicubic interpolation exhibits a quality comparable to that of the NEAREST method.

The bicubic filters all use a 4x4 (pixel) kernel.
