Vulkan 1.1 is required but not available

I updated to the latest master and after building I get

fatal error: "Vulkan 1.1 is required but not available. Instance version: 0X400000, Device version: 0X400000"

Any idea if something changed recently? I use skia for an ipad app along with Vulkan SDK LunarXchange 1.4.321.0
