It would be nice to be able to 'grab' a graphic and tilt (3D), zoom/in/out, cut/paste and 'connect' two or more graphics - using only mouse (enhanced with key presses?) and multi-finger gestures.

Is there any manipulation framework that Sketch could be embedded into?

It would almost be a CAD system, but for graphic pieces.

Unfortunately only if you build one!

It seems like tilt and zoom should be fairly easy to accomplish - the gui would just create appropriate view and scale transforms to inject into the code. I might look into starting something like this, if I get the time.

A long time ago I built an Sketch exporter for Blender 3D. I used it
as a kind of Sketch GUI. The code have not been updated to the latest
version of Blender, but if you are interested, you can find some
(obsolete) info at:
http://www.fauskes.net/code/blend2sketch/
http://www.fauskes.net/code/blend2sketch/documentation/

The code is located at http://code.google.com/p/blenderscripts/
