Kinect drivers not loading on Windows 10

When connecting the sensor (Kinect xbox 360 model #1414), the green led on the sensor continually blinks and the device manager shows the drivers toggle in and out (load/unload?) approximately ever two seconds I'm running Windows 10, on a desktop and Surface pro 3. Both machines yield the same result. In addition I've tried to different power supplies and powered hubs and have the latest firmware when running on the xbox. Thanks in advance.

if you notice that it loads/unloads (yes i have had this issue happen to me).
I had to replace the breakout usb power adapter as it went faulty. This of course was with my Windows 10 PC. Replacing it made the kinect sensor happy for me.
I have had 2 power adapters fail in a year (both bought used).
