There is a known conflict between KScan3D and Skanect. They both appear to use some of the same files but require different versions of them. Since uninstalling KScan3D, rebooting (you did reboot after uninstall, right?) and re-installing Skanect did not resolve the issue that suggests there is an external file, like a device driver, that needs to be repaired/replaced. Have you tried reinstalling the
Kinect for WIndows SDK v1.8?
Please note that Skanect is not compatible with a more current version (v2.0+) of the Kinect for Windows SDK.
