Summary:
Skagit county is expecting historic flooding, particularly in Concrete and Mount Vernon. This rainfall has caused the Skagit River at Concrete to rise from Action stage to well over Major Flood stage over the past 12 hours and it continues to rise. Further downstream, the Skagit River at Mount Vernon has risen from action state to minor flood stage over the last 12 hours. Both locations are expected to crest well above record stage, with the potential for catastrophic flooding. Widespread damage to personal property and businesses is expected and everyone living in low-lying areas has been ordered to evacuate. Evacuation alerts for east of Concrete (9:00), Concrete (12:00), Hamilton/Lyman (15:00), and Sedro-Woolley/Burlington (17:30), and Mount Vernon (17:52) have been sent out.
