Life cycle hooks not executed with "skaffold dev"

Hi all,

I have defined some life cycle hooks defined in the build.image section of skaffold.yml (attached). However, these only seem to be executed when doing `skaffold build --cache-artifacts=false` and not with `skaffold dev`. Am I misunderstanding how and when these hooks are executed, or am I doing something wrong?
