Let me try to explain it.

I have two purposes for midterm: (1) evaluate student capability, (2) enhance student's learning.

For (1), I request you to send in what you have during the class (because it is time-limited.  It is the basis for me to evaluate how you're doing with the code architecture and familiarity.

For (2), I always believe that it is never too late to learn.  So, for people who can not finish the program, it is good that he/she has a chance to actually finish it in the way he/she is happy about it.  It is really the "make-up" part of the test.  Consequently, it is graded as a supplement to #1.
