Indeed, it appears that there is some movement.  At least the Dispatch has called it a “Proposed Development.”  But the truth is that it is a $10 million redevelopment boondoggle.

Consider this:  Either we are paying $10 million to the developer to support his development, or we are paying $10 million in redevelopment money to buy raw land.  It doesn’t matter which way you look at it.  Either interpretation makes no sense.

It is unclear from this statement whether the “whole project” includes those provisions of the Option and Purchase Agreement that bind the City to Access, Parking, Water, and project scope.  Since the Council voted last week not to consider the Option Agreement during this “workshop”, what is the point?

It reminds me of a recent meeting about the RMV / Polo Fields property where the price and terms of the transaction remain a secret.  What is the point?

Would you like a tour?  Don’t ask the price!

A “joint public workshop” threatens to be a dog and pony show.  The private soccer leagues will be out in force to call-in their recent campaign contributions.  Yet, this is not a meeting in which a decision of any kind will be made.  Will we witness a repeat of the last Council meeting?

Will the Open Space Committee be brought into compliance with State conflict-of-interest disclosure laws in the meantime?

MAYOR RESPONDS TO QUESTIONS ABOUT PROJECT

Responding to criticism of the project and process that proposes a retirement community and open space in the Rancho Capistrano property at the north end of town, Mayor Mark Nielsen announced this week a public hearing will be held on the plan.In a column that will be published in Friday's editions of The Capistrano Dispatch, Nielsen says: "The [Continuting Life Communities] project must go through the normal public review and approval process.

I and the City Council made the commitment publicly some time ago to hold a joint public workshop with the Planning Commission on the whole project as soon as we received an official application for the project. We just received the application two weeks ago. The public workshop is now scheduled for September 23 at 5:30 p.m. "
