Before heading to Turkey himself earlier this week to inspect the damage, Miyamoto told ENR that Turkey's modern seismic building codes should be credited for keeping many buildings standing through the earthquakes.
In fact, lack of structural integrity, transparency, contractors cutting corners and poor implementation of seismic codes are likely causes for much of the damage, several experts told ENR in the days after the quakes.
The nearby North Anatolian Fault is responsible for much earthquake activity, although it does not physically pass through the city itself,[90] and a quake of at least magnitude 7 is more likely than not before 2030 and very likely in the 21st century.[91] The fault caused the earthquakes in 1766 and 1894.[90] The threat of major earthquakes plays a large role in the city's infrastructure development, with over 500,000 vulnerable buildings demolished and replaced since 2012.[90] The city has repeatedly upgraded its building codes, most recently in 2018,[92] requiring retrofits for older buildings[citation needed] and higher engineering standards for new construction.
All scheduled commercial passenger flights were transferred from Istanbul Atatürk Airport to Istanbul Airport on 6 April 2019, following the closure of Istanbul Atatürk Airport for scheduled passenger flights.[349] The IATA airport code IST was also transferred to the new airport.[350] Once all phases are completed in 2025, the airport will have six sets of runways (eight in total), 16 taxiways, and will be able to accommodate 200 million passengers a year.[351][352] The transfer from the airport to the city is via the O-7, and it will eventually be linked by two lines of the Istanbul Metro.

Even though the BTK has its own dedicated budget, its board members are appointed by the government and its decision-making process is not transparent. Moreover, the BTK chairperson between 2015 and 2018 was the brother of a former minister, and later got appointed as deputy minister of transport and infrastructure. Defamation is a criminal offense punishable by a fine and up to two years in prison. Charges have frequently been used to prosecute government critics (see C3). Defaming a public official carries a minimum sentence of one year in prison, while insulting the president is punishable by between one and four years in prison, according to Article 299 of the criminal code.
