Sitemesh 2.4.2 breaks with "<" character in HTML attribute values

"<" character in HTML attribute value is valid.
But Sitemesh parser breaks our site because of this.
This is a known issue since 2.3 http://jira.opensymphony.com/browse/SIM-253
The issue also has a patch fixing this issue in it.
But the patch is not applied yet and the bug still exists in 2.4.2.
May I know why the patch is not applied yet?
How can I fix our site?
