Update libprox for performance improvements.

Requires a few changes due to updated interfaces: new SolidAngle
method, BoundingSphereDataBase constructor now expects the subclass to
decide what initial bounds should be used since the value depends on
what other state is tracked, and to efficiently tell if an aggregate
is in the results we need a different set of
addResults/removeResult/inResult functions for cut query handlers.
