Glad to hear. Such problems that recovered with reboots used to happen quite a lot with older versions, but we have not seen it for a while.
One weakness we found and fixed in some of the startup scripts was that sometimes the actual text search in the process list to check whether a service is already active or not was sometimes not 100% correct, causing some services to wrongfully assuming they were already running.
So you may have experienced something similar to that, which can also be timing dependent, albeit the NOTINSTALLED error from your screendump does not necessarily point in that direction.
If this happens again you may get more info if you try to run /etc/init.d/sipxrls restart / start directly from your command line.
