Stuttering/repeating issue using Jelly Bean 4.3.

Using Android 4.3 Google Play Edition, Sipdroid stutters at times, meaning people hear me say some things (words, numbers) twice. Such as if I count from 1-5 they'll hear 1,2 3,3,4,5, etc. This happens over wifi or 4g, etc. I confirmed this by using a call-back service which I can record a message on. Very strange, and the first rom(s) that I've ever had this issue with.

I was reading an account number to a teller at my bank, and she kept repeating it back to my with too many numbers, LOL. That's when I first learned of the issue.

All of the ROMs I have tried are custom/ported ones. So far, Virgin, YeahMann, and JanJan, as T-Mobile has not pushed 4.3 to us as of yet.
