SINGAPORE: Singapore and Malaysia have reaffirmed their commitment to work towards recognising each other's COVID-19 vaccine certificates, with a view towards facilitating cross-border travel in the future.

In a joint press conference after both foreign ministers met on Tuesday, Dr Balakrishnan said operational details on the proposed mutual certification of vaccine certificates will be finalised soon, before the next leaders' retreat.

Individual states are landing on different sides of the issue. Several have launched or are actively exploring the use vaccine certificates with New York being the first state to introduce a COVID-19 vaccine certification pass that would allow individuals to certify their vaccination status in order to access certain social activities. Other states, including Hawaii, are considering similar efforts. At the same time, several governors have come out strongly against vaccine passports, with some issuing executive orders banning their use, as has been done in Florida and Texas, or supporting legislation to prevent them, as in Tennessee. In the absence of a federally issued or sanctioned vaccine passport, and no nationwide private sector initiative yet being adopted, the U.S. may see more state or local level certification initiatives, which may or may not be coordinated across jurisdictions.

On 19 August 2021, the Immigration and Checkpoints Authority (ICA) shall issue a tamper-proof vaccination sticker that is to be pasted onto their travel documents and can serve as proof of vaccination. The issuance of this special sticker will be limited to travelers who have been vaccinated with a COVID-19 vaccine under the Emergency Use Listing (EUL) by the World Health Organization (WHO) and the presentation of a valid English-language vaccination certificate.[45]

No, it's not necessary. COVID vaccine or vaccinated certificates are not necessary to enter Singapore. Since information may change quickly, we advise you to follow up on the latest Singapore travel updates and/or contact your local embassy.

We came across an additional new technique that is used by the sellers of fake vaccine certificates.
Many of of them claim to have access to the European database of vaccinated people, AKA European Centre for Disease Prevention and Control (they claim that they can register you there and that if someone will check, you will be registered as a real vaccinated person)

Travelers who have received the required doses (single/double dose) of a WHO-approved COVID-19 vaccine and carry a valid vaccination certificate are not required to present a pre-departure COVID-19 test certificate to enter Bangladesh.

Passengers traveling from the 42 counties specified must present a yellow fever vaccine certificate in electronic health declaration form (T.8) at Thai Health Pass(Opens an external website in a new tab). The QR code you receive upon completing the form is valid for a maximum of 3 days from your date of entry. This QR code will not expire for Thai nationals and air crew.

The change came into effect on 13 February 2022. From this date onwards, passengers face no additional border restrictions. This includes no longer showing a COVID-19 vaccine certificate or a negative test result.

"This issue of fake vaccine certificates first came up when certain countries started raising the prospect of needing a vaccine passport for travel, and became amplified when our own government brought up the issue of recognising vaccine certificates in this country for various purposes," Malaysian Medical Association (MMA) president Koh Kar Chai told The Straits Times.

"We do see some anti-vaxxers who come here, but they don't want to get the vaccine. They just want the certificate. But we tell them that they have to be vaccinated in order to get the certificate," said the medical officer.

A screenshot of a conversation in a Telegram group that offered such certificates was shared on social media last week. Three types of "vaccine certificates" were available, according to the posting, priced from RM200 to RM1,500 (from S$65 to S$485).

For most countries, extensive vaccination drives are underway to innoculate populations against COVID-19 and its variants. There are ongoing discussions on how vaccine-certificates can be part of the effort to reopen the global economy and enable cross-border travel. Currently, proof of COVID-19 Pre-Departure Test (PDT) result and/or vaccination records, in the form of certificates, is needed for travel. As certificatess (whether paper or digital form) could be susceptible to forgery, HealthCerts is tamper-proof, secure (i.e. prevents unauthorised access) and can be digitally stored/transmitted for greater convenience.

Jaishankar says in the video that the core idea behind having the CoWIN platform is to ensure everyone has their vaccine certificate on the phone itself. Now, you must understand this is not the case with much of the world," he added.

Digital COVID-19 vaccination certificates in Malaysia and Singapore are secured by blockchain technology and come with a traceability feature that tells the exact batch of the vaccine vial used for inoculation.

In a joint press conference after both foreign ministers met last Tuesday, Dr Balakrishnan said operational details on a proposed mutual recognition of vaccine certificates between Malaysia and Singapore will be finalised soon, before the next leaders' retreat.

The Korea-Singapore vaccine travel lane (VTL) policy will be canceled and travel to and from the two countries will be simplified. The Korea-Singapore VTL policy allowed fully vaccinated COVID-19 visitors to travel between the two countries on designated flights. The policy took effect on November 15, 2021 to reinforce COVID-19 safety and reduce overseas movement.

Singapore canceled VTL on April 1 and Korea will cancel on May 1, 2022. According to the VTL policy, travelers could only use designated flights to travel between the two countries. With the policy removed, travelers can now use any flight to travel between Korea and Singapore.

The process of entering and departing each country was simplified starting April 1, 2022. For Koreans entering Singapore, COVID-19 vaccinated travelers do not need to prepare a separate application of entrance. For Singaporeans entering Korea, fully vaccinated travelers can use the quarantine information pre-entry system (Q-code) to receive quick quarantine inspections upon arrival. In both countries, the obligation to purchase travel insurance has been lifted. However, if travelers are diagnosed with COVID-19, they will have to pay for medical expenses.

Travelers entering Korea can be exempt from quarantine after fulfilling specific requirements. Short-term visitors entering Singapore from Korea will follow the Vaccinated Travel Framework (VTF). Quarantine can be exempted by preparing a COVID-19 vaccination certificate and a negative COVID-19 PCR Test result, completing the SG entry card and installing the application (TraceTogether). Travelers who have not completed their COVID-19 vaccinations cannot enter Singapore. Short-term visitors entering Korea from Singapore will need to prepare a COVID-19 vaccination certificate, a negative COVID-19 PCR Test result, K-ETA (or visa), and enter their information on the application (Q-code). Also, a negative COVID-19 PCR Test result on the first day of arrival and a RAT test on the sixth or seventh day will grant quarantine exemption.
