The proper way is to install the Wijesekera keyboard. It is so different from the regular English keyboard that it is too frustrating and painfully slow to type. You need to use the hidden ZWJ character and assemble the letters by searching පිලි etc.

By far the easiest way to write Sinhala is at this page (by Colombo University):
http://www.ucsc.cmb.ac.lk/ltrl/services/feconverter/t1.html
(Type on the top box and get Unicode at the bottom one, and then copy it to Word)

If you want to do any serious Sinhala writing, then consider typing in Single-byte Sinhala and converting it to Unicode Sinhala. First download this following Zip folder:
http://americansmartfonts.com/ds/ASF-Single-byte-Sinhala.zip

Open that zip folder (right-click -> Extract All). Double-click 'install'. Give the computer necessary permission to install the program and wait about 3 minutes until 'finished install' message pops up. That would setup a Sinhala keyboard that is easier to type. Notice a little keyboard icon near the time display at the bottom of the computer screen. You would be able to switch between the English and Sinhala keyboards using that. Next copy the Suriyakumara.ttf font that came with the zip folder to your Fonts folder. Also print the layout pictures downloaded in that zip folder.

Single-byte keyboard. Sinhala could be typed inside Notepad using the smart font. Suriyakumara font is a smart font that automatically makes the letters for you as you type the way you speak. That is, transliterate. E.g. mama = මම, kaaryyaalaya = කාර්‍ය්‍යාලය (notice two 'y' letters for yayanna and yansaya, half-yayanna).

You use the following page to convert Single-byte Sinhala to Unicode Sinhala:
http://www.lovatasinhala.com/liyanna.htm
(You must use Firefox browser downloaded from www.firefox.com to read his page)

Type Sinhala inside the Notepad and copy it to the green box in Liyanna page or type directly on the green box and then convert it to Unicode Sinhala by clicking the 'නවීන සම්මත ක්‍රමය (මිශ්‍ර සිංහල) button and get Unicode Sinhala in the gray box at the bottom of that page. You can convert between Single-byte and Unicode Sinhala using that page.
