Send as Newsletter vs Channel Administration

I have a test site (Plone 3.3.2) with one published News item.

If I send a news letter through Site Setup:
/Plone/portal_newsletters/channels/default-channel/preview-
newsletter.html?include_collector_items=1

I get a preview (and email) that includes a LINK to the news item.

If I send a news letter from the News item using Actions/Send as
Newsletter:
/Plone/news/test-news-item/preview-newsletter.html?override_vars={}
&name=proposal&include_collector_items=1

I get a preview (and email) that includes the CONTENT of the news
item.

Is there a way that I can get the Site Setup (scheduled) approach to
include the content in-line?
