*कॉर्पोरेट बस्तर के सेप्टिक टैंक में दफ्न 'लोकतंत्र'*

यदि पत्रकारिता लोकतंत्र की जननी है या पत्रकार लोकतंत्र के चौथे स्तंभ हैं, तो यकीन मानिए, 3 जनवरी की रात वह बस्तर के बीजापुर में एक राज्य-पोषित ठेकेदार के सेप्टिक टैंक में दफ्न मिली। लोकतंत्र की इस मौत पर अब आप शोक सभाएं कर सकते हैं, श्रद्धांजलि दे सकते हैं।

जी हां, हम बात उस नौजवान की कर रहे हैं, जिसकी पत्रकारिता उसकी मौत के बाद भी कब्र से खड़ी होकर कांग्रेस-भाजपा को कटघरे में खड़ी कर रही है। हम बात उस मुकेश चंद्राकर की कर रहे हैं, जिसे 'इंडियन एक्सप्रेस' ने एक पत्रकार के रूप में ही पहचानने से इंकार कर दिया। हम बात उस नौजवान पत्रकार की कर रहे हैं, जिसकी मौत ने एक बार फिर यह साबित कर दिया कि पूरी दुनिया में भारत को 'फ्लॉड डेमोक्रेसी' का दर्जा क्यों मिला हुआ है। पूरी दुनिया जब नव वर्ष का स्वागत कर रही थी, इस आशा के साथ कि नया साल मानवता के लिए पिछले से कुछ बेहतर, और बहुत बेहतर होगा ; छत्तीसगढ़ राज्य के बस्तर क्षेत्र के बीजापुर में पूरी खामोशी और योजनाबद्ध तरीके से नर-पिशाचों द्वारा मुकेश चंद्राकर के रूप में लोकतंत्र को सेप्टिक टैंक में दफ्न किया जा रहा था। ये वे नर पिशाच थे, जिन्हें 'दैनिक भास्कर' जैसा कॉरपोरेट मीडिया उनके कुकर्मों पर पर्दा डालने के लिए इस ब्रह्मांड के सबसे बड़े समाजसेवी, सामाजिक क्षेत्र, शिक्षा, उद्यमिता और महिला सशक्तिकरण के प्रणेता के रूप में प्रस्तुत कर रहा था। 

मुकेश चंद्राकर की हत्या ने बता दिया है कि क्रोनी कैपिटलिज़्म (परजीवी पूंजीवाद) ने जिस तरह राष्ट्रीय स्तर पर अडानी-अंबानी पैदा किए हैं, उसी तरह उसने स्थानीय स्तर पर भी जिन अडानियों-अंबानियों को पैदा किया है, उनमें से एक सुरेश चंद्राकर है। पत्रकार मुकेश चंद्राकर की हत्या का मुख्य आरोपी वह व्यक्ति है, जिसे कांग्रेस-भाजपा ने बस्तर की लूट को सहज और निर्बाध बनाने के लिए  अपनी सत्ता की ताकत का सहारा देकर पैदा किया है। आदिवासी विरोधी और मानवाधिकार विरोधी राज्य-प्रायोजित सलवा जुडूम ने जिन अपराधियों को पाला-पोसा-पनपाया है, सुरेश चंद्राकर उनमें से एक हैं। कुछ महीने पहले बाप्पी रॉय और उसके साथियों को रेत माफियाओं के खिलाफ रिपोर्टिंग करने पर गांजा तस्करी में फंसाने की कोशिश हुई थी। इस मामले में भी हमने पी. विजय जैसे एक और नर पिशाच को देखा था, जो सलवा जुडूम की ही उपज था और इस जुडूम के (खल)नायक एसआरपी कल्लूरी से जिसकी घनिष्ठता किसी से छुपी हुई नहीं है। इसी रेत माफिया ने पत्रकार कमल शुक्ला पर जानलेवा हमला किया था, जिसके वीडियो फुटेज आज भी हवा में तैर रहे हैं। लेकिन किसी हमलावार पर आज तक फैसलाकुन कोई कार्यवाही नहीं हुई। इन अपराधियों के साथ तब के मुख्यमंत्री भूपेश बघेल और कांग्रेस के व्यक्तिगत और सांगठनिक संबंध आज भी कायम है। इन अपराधियों के इसी स्तर के संबंध अब भाजपा से भी बन चुके हैं। पूरे प्रदेश में ये अपराधी आज हत्यारे गिरोह में तब्दील हो चुके हैं। अब क्रोनी कैपिटलिज़्म अडानी-अंबानी पैदा करने वाली एक आर्थिक प्रक्रिया ही नहीं है, एक राजनैतिक प्रक्रिया भी है, जो लोकतंत्र को सेप्टिक टैंक में दफ्न करने की ताकत रखती है। 

छत्तीसगढ़ निर्माण के बाद पिछले 24 सालों में बस्तर में कई लाख करोड़ का खेल हो चुका है और यह सब विकास के नाम पर हुआ है। इसलिए 120 करोड़ का सड़क घोटाला कोई मायने नहीं रखता। बस्तर के विकास के लिए केंद्र से लेकर राज्य तक (चाहे किसी भी जगह सरकार कांग्रेस की रही हो या भाजपा की) और राजनेता से लेकर अधिकारी और ठेकेदार तक कमर कसे हुए हैं। बस्तर के विकास के लिए 6-लेनी सड़क चाहिए और सड़क बनाने के लिए फोर्स चाहिए। बस्तर के विकास के लिए नक्सल उन्मूलन की जरूरत है और इसके लिए फोर्स चाहिए। बस्तर के विकास के लिए संसाधनों का दोहन जरूरी है, इसके लिए कॉर्पोरेट चाहिए और इसके लिए भी फोर्स चाहिए। लेकिन बस्तर के विकास के लिए आदिवासी नहीं चाहिए, उनके लिए हॉस्पिटल, स्कूल, आंगनबाड़ी नहीं चाहिए। यदि विकास के नाम पर इन सबकी, दिखावे के लिए ही सही, कभी-कभार चिंता जताई जाएं, तो इसके लिए भी फोर्स चाहिए। सोशल मीडिया में अपनी टिप्पणी में पत्रकार सौमित्र रॉय ने ठीक ही लिखा है -- "यह भयानक विकास है। अपराधियों की सत्ता का विकास। संघियों का विकास। सत्ता को तेल लगाने वालों का विकास और गरीब आदिवासियों की हक की बात करने वालों का विनाश।" 'कॉर्पोरेट बस्तर' की यही सच्चाई है। इसी सच्चाई को अपनी त्वरित टिप्पणी में माकपा नेता बादल सरोज ने कुछ यूं बयान किया है -- "बस्तर सचमुच में एक जंक्शन बना हुआ है ; एक ऐसा जंक्शन जहां के सारे मार्ग बंद हैँ : माओवाद का हौवा दिखाकर लोकतंत्र की तरफ जाने वाला रास्ता ब्लॉक किया जा चुका है। कानून के राज की तरफ जाने वाली पटरियां उखाड़ी जा चुकी हैं। संविधान नाम की चिड़िया बस्तर से खदेड़ी जा चुकी है। अब सिर्फ एक तरफ की लाइन चालू है : आदिवासियों की लूट, उन पर अत्याचार, सरकारी संपदा की लूट और उसके खिलाफ आवाज उठाने वालों का क़त्ल करने की छूट।"

यही सच्चाई है, जिसे कांग्रेस-भाजपा दोनों मिलकर दबाना-छुपाना चाहते हैं। मुकेश की हत्या के बाद कांग्रेस-भाजपा एक-दूसरे पर जो आरोप-प्रत्यारोप लगा रही है, वह इसी मुहिम का हिस्सा है। वरना कौन नहीं जानता कि जो ठेकेदार कल तक तिरंगा लपेटे थे, आज वे भगवा धारण किए हुए हैं। कांग्रेस या भाजपा का होने या न होने का एक झीना-सा अंतर जो बचा हुआ था, वह भी सलवा जुडूम के दौर में खत्म हो गया था। महेंद्र कर्मा तब के भाजपा मंत्रिमंडल के 16वें मंत्री ठीक उसी प्रकार गिने जाते थे, जिस प्रकार बृजमोहन अग्रवाल कांग्रेस मंत्रिमंडल के 16वें मंत्री गिने जाते थे। अब हर खादी के नीचे खाकी है। कुछ अपवाद जरूर है और वे सम्मान के योग्य तो हैं ही, लेकिन उनके पास सत्ता की ताकत नहीं है।

खादी के नीचे की यही खाकी है, जो इस सवाल को पूछने से रोकती है कि गंगालूर से लेकर मिरतुर तक जो सड़क बनाई गई थी, वह थी किसके लिए? आदिवासियों के लिए या कॉरपोरेटों द्वारा प्राकृतिक संसाधनों की लूट को ढोने के लिए? इस सड़क को बनाने का अनुबंध 16 टुकड़ों में बांटा गया था, फिर भी सभी टुकड़े सुरेश चंद्राकर की जेब में ही क्यों पहुंचे? जब एक किमी. सड़क निर्माण की औसत लागत लगभग एक करोड़ रुपए आती है, तो इस सड़क की लागत 56 करोड़ से बढ़कर 120 करोड़ कैसे और किनकी कृपा से हो गई? सड़क बनने से पहले ही पूरी राशि का भुगतान हो गया, तो इस 120 करोड़ के कितने टुकड़े हुए और किस-किसकी जेब में पहुंचे? जब एक सड़क के लिए पानी की तरह पैसे बह रहे हैं, तो सड़क को भी पहली ही बारिश में बहना ही था। इसमें किसी ठेकेदार का दोष कैसे हो सकता है! लेकिन यह सवाल तो पूछा ही जाना चाहिए कि इस हत्यारे ठेकेदार को तीन सशस्त्र जवानों का सुरक्षा चक्र क्यों और कैसे उपलब्ध कराया गया है? क्या यह सुरक्षा चक्र पत्रकारों की हत्या करने और लोकतंत्र को सेप्टिक टैंक में दफनाने के पुनीत कार्य के लिए दिया गया है?

सलवा जुडूम ने समाज के अंदर अपराधियों की फौज को तैयार किया है। सुप्रीम कोर्ट द्वारा इसे प्रतिबंधित करने के बाद भी आज भी यह अलग अलग रूपों में यह चल रहा है। सलवा जुडूम में जो एसपीओ बनाए गए थे, वे सभी पूर्व-नक्सली थे या नक्सली गतिविधियों से उनका घनिष्ठ संबंध रहा है। सलवा जुडूम ने नक्सलियों से जुड़े असामाजिक तत्वों द्वारा लूटपाट के अवैध कामों को वैधता देने का काम भी किया है। सुरेश चंद्राकर भी एसपीओ था और यह तय है कि आज भी नक्सलियों से उसके संबंध हैं। बस्तर के अंदरूनी क्षेत्रों में इस संबंध के बिना कथित विकास का कोई काम नहीं हो सकता। यह भूतपूर्व नक्सली और वर्तमान सलवा जुडूम की अवैध संतान आज पूरे बस्तर को रौंदने की ताकत रखता है, तो कांग्रेस और भाजपा दोनों अपनी जिम्मेदारी से नहीं बच सकती।

यह आम चर्चा है कि बस्तर में सामने ठेकेदार होता है, पीछे कोई अधिकारी या राजनेता होता है। तो जिस सरकार और उसके प्रशासन को इस भ्रष्टाचार को नियंत्रित करना था, वही इस भ्रष्टाचार का जनक है। क्रोनी कैपिटलिज़्म में सरकार नाम की केवल छाया रह जाती है, जो जनता को भरमाती रहती है। असल नियंता, असल सूत्रधार तो सुरेश चंद्राकर जैसे हत्यारों के गिरोह होते हैं, जो आदिवासियों पर गोलियां भी बरसाते हैं,  उनके घर-गांव जलाते हैं, बलात्कार करते हैं, मासूमों को जेल भी भेजते हैं और इसके खिलाफ उठने वाली हर लोकतांत्रिक आवाज को सेप्टिक टैंक में दफनाने की बर्बरता भी दिखाते हैं, क्योंकि सत्ता, कॉरपोरेट पूंजी की  गुलाम बन जाती है और पूरे तंत्र को अपने हाथों में नचाने की ताकत समेट लेती है। 

सबको मालूम है कि बीजापुर के एसपी (पुलिस अधीक्षक) का सुरेश चंद्राकर से क्या संबंध है और हर किसी को यह लग रहा है कि मुकेश की हत्या के तार उससे भी जुड़े हैं, क्योंकि जिस सड़क घोटाले को मुकेश ने उजागर किया है, उस ठेके में सुरेश चंद्राकर का ही नहीं, बीजापुर के एसपी सहित कई नेताओं-अधिकारियों के हित जुड़े हैं। नक्सल इलाकों में हर निर्माण कार्य की देखरेख जिला प्रशासन द्वारा की जाती है। ऐसे में महीनों और सालों तक चलने वाले सड़क निर्माण के काम में गिट्टी की जगह बिछाई जाने वाली मिट्टी किसी भी जिम्मेदार की नजर में कैसे नहीं आई? अब इस घोटाले से प्रशासन के अधिकारी कैसे बरी हो सकते हैं? क्या इनमें से किसी भी घोटालेबाज को सरकार नामक संस्था ने आज तक छुआ है? पुलिस द्वारा सेप्टिक टैंक की खुदाई में आनाकानी करना अकारण नहीं था। गुमशुदगी की रिपोर्ट के बाद भी एसपी और पुलिस की निष्क्रियता अकारण नहीं थी। नर पिशाच सुरेश चंद्राकर का पुलिस की नाक के नीचे से आसानी से फरार होना क्या बताता है?

इस मामले में भाजपा सरकार द्वारा एसआईटी के गठन का मतलब है, हत्यारों को बचाने के लिए मामले को ही कमजोर करना। एक ऐसी ही एसआईटी तब गठित हुई थी, जब भाजपा के सत्ता में आते ही संघी गिरोह से जुड़े गौ-गुंडों ने उत्तरप्रदेश से आए तीन मुस्लिम पशुपालकों की आरंग के पास महानदी पुल पर हत्या कर दी थी। बाद में इस एसआईटी ने, सरकार के स्पष्ट इशारे पर, हास्यास्पद निष्कर्ष पेश किया था कि तीनों ने आत्महत्या की है। गौ-गुंडों को बरी कर दिया गया था। फिर इस एसआईटी से क्या उम्मीद की जा सकती है?

मुकेश हत्याकांड के बाद पुलिस अधीक्षक का बयान है -- "सुरेश चंद्राकर जगदलपुर में था, जब उसे इस घटना की जानकारी दी गई।" इस हत्याकांड के मुख्य आरोपी के बारे में कितने मासूम हैं बेचारे एसपी! पत्रकार सुरेश महापात्र ने ठीक ही सवाल किया है : "मुकेश की हत्या के मुख्य साजिशकर्ता  के बारे में पुलिस का यह बयान क्या साबित करता है?" तो इस एसपी के बारे में, जिसकी गतिविधियां बताती है कि इस हत्या में उसका भी हाथ  हो सकता है, एएसपी की एसआईटी क्या कर लेगी? क्या यह एसआईटी बीजापुर एसपी की कारगुज़ारियों को उजागर करेगी? इसलिए एक निष्पक्ष जांच की जरूरत है, जो इस पूरे माफिया गिरोह और उनके राजनैतिक आकाओं को बेनकाब करें। ऐसी जांच सीबीआई या हाई कोर्ट की निगरानी में ही हो सकती है। लेकिन ऐसी जांच का साहस किसी कॉर्पोरेटपरस्त सरकार में कैसे हो सकता है?

मुकेश चंद्राकर तंत्र की इसी पाशविकता के खिलाफ लड़ रहे थे। उसने हमेशा बस्तर में माओवादियों को कुचलने के नाम पर फर्जी मामलों में आदिवासियों की गिरफ्तारियों से लेकर फर्जी मुठभेड़ तक के मामलों को, आदिवासियों के मानवाधिकारों के मुद्दों को और प्रदेश की प्राकृतिक संपदा को कॉरपोरेटों  को सौंपे जाने के लिए की जा रही साजिशों को प्रमुखता से उठाया था। उसकी पत्रकारिता में राजनीति का वह पक्ष था, जो आम जनता के अधिकारों, उसके संघर्षों, उसके दुख-दर्दों, उसकी आशा-आकांक्षाओं को उकेरता था। उसकी रिपोर्टिंग में बस्तर की संस्कृति और उसका जन जीवन गतिमान दृश्य की तरह सामने आते है। बादल सरोज के शब्दों में कहें, तो वह एक साथ अपने लिए और अपने साथियों के लिए खाना रांध सकते थे और अपने लैपटॉप पर बैठकर दिन भर की खबरों को पका सकते थे। रांधने और पकाने की कला में बहुत कम पत्रकार सिद्धहस्त होते हैं। यह कला मुकेश में थी, जिसे उन्होंने आदिवासी दूरस्थ अंचलों में उनकी झोपड़ियों में सोकर, नक्सली कैंपों में रातें बिताकर, साप्ताहिक ग्रामीण बाजारों में आदिवासियों से बतियाकर हासिल की थी। इसलिए उनकी रिपोर्टिंग उनके रांधे खाने की तरह दिमाग के लिए सुपाच्य और स्वादिष्ट होती थी। वे पुल थे नक्सलियों और प्रशासन के बीच, जिस पर आदिवासी जनता सहजता से चहलकदमी कर लेती थी। वे आदिवासियों पर विश्वास करते थे, आदिवासी उन पर विश्वास करते थे। यही उसे अपनी पत्रकारिता के लिए आत्मबल देता था। यदि मुकेश जैसे छोटे भाई और कमल शुक्ला जैसे आत्मीय मित्र नहीं होते, तो सिलगेर सहित बस्तर के अंदरूनी इलाकों में मेरा जाना, वहां के संघर्षरत आदिवासियों से अनेकों बार मिलना संभव नहीं होता। यह मुकेश की खूबी थी और कमल का साहस कि हमारी पहचान संघर्षों की जगहों पर पहुंचकर ही प्रशासन के लिए उजागर हो पाती है। इस समय भी, जब मैं यह आलेख लिख रहा हूं, कमल शुक्ला मेरी सूचनाओं का भरोसेमंद स्रोत हैं और किसी ट्रक में बैठकर यात्रा कर रहे हैं।

जिस सरकार का काम है पत्रकारों को सुरक्षा देना, उस  सरकार का सुरक्षा चक्र यदि हत्यारों के पास में है, तो हम अंदाजा लगा सकते हैं कि हमारे देश और छत्तीसगढ़ में लोकतंत्र की स्थिति कितनी बदतर है। छत्तीसगढ़ निर्माण के 24 साल बाद भी पत्रकारों की सुरक्षा के लिए कांग्रेस-भाजपा एक प्रभावशाली कानून बनाने और उसे लागू करने में विफल रही है, तो इसलिए कि न तो कांग्रेस की, और न ही भाजपा की पत्रकारों को सुरक्षा देने में कोई दिलचस्पी रही है। एक विपक्षी पार्टी के रूप में उन्होंने केवल पत्रकारों को भरमाने का और सत्ता में चढ़कर गोदी-भोंपू मीडिया पनपाने ही काम किया है। यही कारण है कि छत्तीसगढ़ में पत्रकारों पर हमले लगातार बढ़ रहे हैं। 

'कमेटी टू प्रोटेक्ट जर्नलिस्ट' के अनुसार, 2005-24 के बीच जिन देशों में सबसे ज्यादा पत्रकार मारे गए हैं, उनमें भारत का स्थान 7वां है। 2014 से अब तक हमारे देश में 28 पत्रकार मारे गए हैं। 2025 में हत्यारों का पहला शिकार मुकेश चंद्राकर बना। न्यूयॉर्क स्थित एक संगठन की रिपोर्ट बताती है कि भारत में मई 2019 से अगस्त 2021 तक मोदी राज के 28 महीनों में पत्रकारों पर 256 हमले हुए हैं, याने हर महीने 9 से ज्यादा और हर तीन दिनों में कम से कम एक। पिछले 10 सालों में 'अभिव्यक्ति की स्वतंत्रता' के पैमाने पर भारत 35 अंक नीचे गिर चुका है और आज वैश्विक प्रेस सूचकांक में हमारा स्थान 180 देशों में 142वें से फिसलकर 159वें पर आ गया है।

अमेरिकी रिपोर्टर वाल्टर लीलैंड के अनुसार : "स्वतंत्र पत्रकारिता लोकतंत्र की पहली शर्त है। बिना इसके सिर्फ किताबी लोकतंत्र बनाए जाते हैं, जो अक्सर चुने हुए प्रतिनिधियों द्वारा मिटा दिए जाते हैं और लोकतंत्र बस नाम के रूप में ही बच जाता है।" भारत में स्वतंत्र पत्रकारिता की जगह अब उस कॉरपोरेट मीडिया ने ले ली है, जिसे अक्सर गोदी मीडिया के रूप में पहचाना जाता है। सलवा जुडूम और क्रोनी कैपिटलिज़्म के जरिए जिस कॉर्पोरेट बस्तर को विकसित करने की कोशिश की जा रही है, वह लोकतंत्र को सेप्टिक टैंक में दफनाकर ही पनप सकता है।

लेकिन बस्तर की जन पक्षधर पत्रकारिता और उसकी रंग-बिरंगी छवियां मुकेश-युकेश भाईयों, कमल शुक्ला, बाप्पी रॉय, रितेश पांडे, रानू तिवारी, मालिनी सुब्रमण्यम आदि से मिलकर बनती है, जिसे कुचलकर नहीं मारा जा सकता। मुकेश की हत्या के बाद भी उसकी पत्रकारिता कॉर्पोरेट तंत्र, उसकी मीडिया और नर-पिशाचों के सामने तनकर खड़ी है।

*'Democracy' buried in a septic tank of Corporate Bastar*

If journalism is the mother of democracy or journalists are the fourth pillar of democracy, then believe me, on the night of January 3, it was found buried in the septic tank of a state-cherished contractor in Bijapur of Bastar. You can now hold condolence meetings and pay tribute to this death of democracy.

Yes, we are talking about that young man, whose journalism is standing from the grave even after his death and putting Congress-BJP in the dock. We are talking about that Mukesh Chandrakar, whom the 'Indian Express' refused to recognize as a journalist. We are talking about that young journalist, whose death once again proved why India has been given the status of 'flawed democracy' in the whole world. When the whole world was welcoming the New Year, with the hope that the new year would be better than the last for humanity, and much better ; democracy in the form of Mukesh Chandrakar was being buried in a septic tank by the demons in Bijapur of Bastar region of Chhattisgarh state in complete silence and in a planned manner. These were the male vampires, whom corporate media like 'Dainik Bhaskar' were presenting as the biggest social worker of this universe, promoters of social sector, education, entrepreneurship and women empowerment, in order to cover up their misdeeds.

Mukesh Chandrakar's murder has shown that just as crony capitalism has produced Adani-Ambanis at the national level, it has produced Adanis-Ambanis at the local level as well, one of whom is Suresh Chandrakar. The main accused in the murder of journalist Mukesh Chandrakar is the person who has been produced by the Congress-BJP with the help of their power to make the loot of Bastar easy and uninterrupted. Suresh Chandrakar is one of the criminals who have been nurtured and nourished by the anti-tribal and anti-human rights state-sponsored Salwa Judum. A few months ago, an attempt was made to implicate Bappi Roy and his colleagues in ganja (mariguana) smuggling for reporting against the sand mafia. In this case too, we saw another vampire like P. Vijay, who was also a product of Salwa Judum and whose closeness with the hero (or villain?) of this Judum, SRP Kalluri, is not hidden from anyone. This sand mafia had attacked journalist Kamal Shukla, whose video footage is still floating in the air. But no decisive action has been taken against any of the attackers till date. The then Chief Minister Bhupesh Baghel and Congress still have personal and organizational relations with these criminals. These criminals have now formed similar relations with BJP as well. These criminals have now turned into a killer gang in the entire state. Now crony capitalism is not only an economic process that creates Adani-Ambani, it is also a political process, which has the power to bury democracy in a septic tank.

In the last 24 years after the formation of Chhattisgarh, several lakh crores rupees have been involved in Bastar and all this has happened in the name of development. Therefore, the road scam of Rs 120 crores rupees does not matter. From the center to the state (whether the government has been of Congress or BJP) and from politicians to officers and contractors, everyone is working hard for the development of Bastar. For this a 6-lane road is needed and for building the road, a force is needed. For the development of Bastar, Naxal eradication is needed and for this, a force is needed. For the development of Bastar, exploitation of resources is necessary, for this corporates are needed and for this also force is needed. But for the development of Bastar, tribals are not needed, hospitals, schools, Anganwadis are not needed for them. If in the name of development, concern is shown for all these, even if only for show, sometimes, then force is needed for this also. Journalist Soumitra Roy has rightly written in his comment on social media -- "This is a terrible development. Development of the power of criminals. Development of Sanghis. Development of those who lure the government and destruction of those who talk about the rights of poor tribals." This is the truth of 'Corporate Bastar'. CPI(M) leader Badal Saroj has described this truth in his quick comment like this -- "Bastar has really become a junction ; a junction where all the routes are closed : The path leading to democracy has been blocked by showing the fear of Maoism. The tracks leading to the rule of law have been uprooted. The bird called Constitution has been driven away from Bastar. Now only one way line is running : looting of tribals, atrocities on them, looting of government property and permission to kill those who raise their voice against it."

This is the truth that both Congress and BJP want to hide together. The allegations and counter-allegations that Congress and BJP are making against each other after Mukesh's murder are part of this campaign. Otherwise, who does not know that the contractors who were wrapped in the tricolour till yesterday are wearing saffron today. The thin line of difference between being a Congress or BJP member or not, which was left, was also eliminated during the period of Salwa Judum. Mahendra Karma was considered the 16th minister of the then BJP cabinet in the same way as Brijmohan Agarwal was considered the 16th minister of the Congress cabinet. Now, there is khaki under every khadi. There are some exceptions and they are certainly worthy of respect, but they do not have the power of authority.

It is this khaki under the khadi that prevents us from asking the question that for whom was the road built from Gangaloor to Mirtur? For the tribals or for carrying the loot of natural resources by the corporates? The contract for building this road was divided into 16 pieces, yet why did all the pieces end up in Suresh Chandrakar's pocket? When the average cost of building one km of road is about one crore rupees, then how and by whose grace did the cost of this road increase from 56 crores to 120 crores? If the entire amount was paid even before the road was built, then how many pieces of this 120 crores were divided and into whose pockets did they end up? When money is being spent like water for a road, then the road was bound to get washed away in the first rain itself. How can any contractor be at fault in this! But this question must be asked that why and how has this killer contractor been provided with a security cover of three armed soldiers? Is this security cover given for the noble task of killing journalists and burying democracy in a septic tank?

Salwa Judum has created an army of criminals in the society. Even after the Supreme Court banned it, it is still going on in different forms. All the SPOs appointed in Salwa Judum were either ex-Naxals or had close links with Naxalite activities. Salwa Judum has also worked to legitimize the illegal acts of looting by anti-social elements associated with the Naxalites. Suresh Chandrakar was also an SPO and it is certain that he still has links with the Naxalites. Without this connection, no so-called development work can be done in the interior areas of Bastar. If this illegitimate child of former Naxalites and current Salwa Judum has the power to trample the entire Bastar today, then both Congress and BJP cannot escape their responsibility.

It is a common discussion that in Bastar there is a contractor in front and an officer or a politician behind. So the government and its administration which was supposed to control this corruption, is the originator of this corruption. In crony capitalism, only a shadow of the government remains, which keeps misleading the public. The real controllers, the real masterminds are the gangs of murderers like Suresh Chandrakar, who not only rain bullets on the tribals, burn their houses and villages, rape them, send innocent people to jail and also show the barbarity of burying every democratic voice raised against it in a septic tank, because the power becomes a slave of corporate capital and gathers the power to make dance the entire system in its hands.

Everyone knows what the relationship of Bijapur SP (Superintendent of Police) is with Suresh Chandrakar and everyone feels that Mukesh's murder is also connected to him, because the road scam that Mukesh has exposed, not only Suresh Chandrakar's interests are involved in that contract but also the interests of many politicians and officials including the Bijapur SP. In Naxal areas, every construction work is supervised by the district administration. In such a situation, how did the soil used in place of gravel in the road construction work that goes on for months and years not come to the notice of any responsible person? Now how can the officials of the administration be acquitted from this scam? Has the institution called government touched any of these scamsters till date? The reluctance of the police in digging the septic tank was not without reason. The inaction of the SP and the police even after the missing report was not without reason. What does the easy escape of the vampire Suresh Chandrakar from under the nose of the police indicate?

The formation of SIT in this case by the BJP government means weakening the case to save the killers. A similar SIT was formed when, soon after the BJP came to power, cow-goons belonging to the Sanghi gang murdered three Muslim cattle herders from Uttar Pradesh on the Mahanadi bridge near Arang. Later, this SIT, at the clear behest of the government, presented a ridiculous conclusion that all three had committed suicide. The cow-goons were acquitted. Then what can be expected from this SIT?

After the Mukesh murder case, the statement of the Superintendent of Police is -- "Suresh Chandrakar was in Jagdalpur when he was informed about this incident." How innocent is the poor SP about the main accused of this murder! Journalist Suresh Mahapatra has rightly asked: "What does this statement of the police prove about the main conspirator of Mukesh's murder?" So what will the ASP's SIT do about this SP, whose activities suggest that he may also have a hand in this murder? Will this SIT expose the inactions or misdeeds of the Bijapur SP? Therefore, an impartial investigation is needed, which exposes this entire mafia gang and their political masters. Such an investigation can be done only under the supervision of the CBI or the High Court. But how can a pro-corporate government have the courage to conduct such an investigation?

Mukesh Chandrakar was fighting against this brutality of the system. He always raised issues ranging from arrests of tribals in fake cases to fake encounters in the name of crushing Maoists in Bastar, issues of human rights of tribals and conspiracies being hatched to hand over the natural resources of the state to the corporates. There was a side of politics in his journalism, which depicted the rights of the common people, their struggles, their sorrows, their hopes and aspirations. In his reporting, the culture of Bastar and its people's life appear like a moving scene. In the words of Badal Saroj, he could simultaneously cook food for himself and his colleagues and sit on his laptop and prepare the news of the day. Very few journalists are adept in the art of cooking food and cooking news. Mukesh had this art, which he had acquired by sleeping in the huts of tribals in remote areas, spending nights in Naxalite camps, and talking to tribals in weekly rural markets. Therefore, his reporting was as digestible and tasty for the mind as his cooked food. He was the bridge between the Naxalites and the administration, on which the tribal people could walk easily. He believed in the tribals, the tribals believed in him. This gave him the confidence for his journalism. If there were no younger brother like Mukesh and a close friend like Kamal Shukla, it would not have been possible for me to go to the interior areas of Bastar including Silger and meet the struggling tribals there many times. It was Mukesh's quality and Kamal's courage that our identity is revealed to the administration only after reaching the places of struggle. Even now, when I am writing this article, Kamal Shukla is my reliable source of information and is travelling in a truck.

If the security cover of the government whose job is to give protection to journalists is with the killers, then we can imagine how bad the condition of democracy is in our country and Chhattisgarh. Even after 24 years of the formation of Chhattisgarh, Congress-BJP have failed to make and implement an effective law for the protection of journalists, because neither Congress nor BJP has any interest in giving protection to journalists. As an opposition party, they have only worked to mislead the journalists and promote Godi and Bhonpu media after coming to power. This is the reason why attacks on journalists are increasing continuously in Chhattisgarh. 

According to the 'Committee to Protect Journalists', India ranks 7th among the countries where the most journalists have been killed between 2005-24. 28 journalists have been killed in our country since 2014. In 2025, Mukesh Chandrakar became the first victim of the killers. A report by a New York-based organization shows that there have been 256 attacks on journalists in India in the 28 months of Modi rule from May 2019 to August 2021, that is, more than 9 every month and at least one every three days. In the last 10 years, India has fallen 35 points on the scale of 'freedom of expression' and today our position in the Global Press Index has slipped from 142nd to 159th among 180 countries.

According to American reporter Walter Leland: "Independent journalism is the first condition of democracy. Without it, only textbook democracies are created, which are often wiped out by elected representatives and democracy survives only in name." Independent journalism in India has now been replaced by corporate media, often identified as Godi media. The corporate Bastar that is being tried to develop through Salwa Judum and crony capitalism can flourish only by burying democracy in a septic tank.

But Bastar's pro-people journalism and its colourful images are made up of Mukesh-Yukesh brothers, Kamal Shukla, Bappi Roy, Ritesh Pandey, Ranu Tiwari, Malini Subramaniam etc., which cannot be crushed to death. Even after Mukesh's murder, his journalism stands tall in front of the corporate system, its media and the demons.
