Dear OCHA Colleague and Cluster Leads,
I am writing to you concerning a BHA-funded research project entitled Beyond Barriers, which is led by my colleague Mark Johnson on behalf of Concern Worldwide. The aim of the research is to examine the barriers to localisation of humanitarian aid and develop practical solutions in overcoming them.
The first part of the research involved visits to five humanitarian contexts (Malawi, NW Syria, DRC, Bangladesh and Somalia) where, with a local research partner, the Beyond Barriers team met with the relevant stakeholders working on humanitarian assistance. I have attached a global report on the workshops, for you to see the subject matter discussed.
The next phase of the research involves a Global Online Beyond Barriers Localisation Survey, with which we are aiming to get data from local and international organisations across all of the global humanitarian contexts.
We would greatly appreciate it if you would assist us in circulating the survey details among the humanitarian actors in Pakistan. The survey is available in 14 languages and I have attached an introductory email in Urdu that can be used in your emails. You may also use the intro with details and survey link found below my email signature.

Global BHA-Funded Online Localisation Research Survey – Concern Worldwide
Concern Worldwide, in partnership with local researchers (CEPA – Malawi, Trust – NW Syria, Mahfuza Mala – Bangladesh, IES – DR Congo and New Access – Somalia) has undertaken a research project “BEYOND BARRIERS: Overcoming Funding & Human Resource Obstacles to Achieve a Localized Humanitarian Response.”
We are excited to launch an online global survey to collect data for this research project, which will be used to provide an evidence base to advocate for system-level changes in the humanitarian sector. The survey is aimed at professionals working for local/national and international organisations in the humanitarian sector and is available at the following link: Beyond Barriers Localisation Survey
The survey is available in 14 (fourteen) languages (please find selection options in top right corner of first page) and will take 15 – 20 minutes to complete. Your responses will remain anonymous if you choose. Only the study team will have access to the password protected data. The survey will remain open until 1stMarch 2024 and we aim to publish the results in April 2024.
