Chrome doesn't want to download the files simply by clicking the links. This made the site feel a bit sketchy at first. In Chrome's DevTools console, Chrome says that it's not downloading the file, because the Microsoft Store URL uses http://, and the site uses But since the file is coming straight from microsoft.com, it feels safe to me.
A project license will need assigning to specific users. You then download project (can't remember exactly where i just googled it and downloaded a full installer) and install and sign in to activate.
In the office portal they'll need to select the "other install options" button. This will bring them to a new screen where they can select "view apps & devices". The next screen should now show the Project installer.
But when installed it turns out to be "Microsoft 365 Apps for business" gets installed. I checked and it is the excact same installer that gets downloaded for this user no matter which of these two that is selected:
