How to catch unactivated user accounts on Login.

Hi all,
I have question - how most effectively catch users with unactivated account when they're trying to log in?
We have, I can say, classic application for registration. After finishing registration we send users email with activation link - classic scenario.
We are also running IdP and I got a request to catch users with unactivated account and redirect them to some page, where they will be informed about the activation process and will be shown option to resend activation email.
Is here any effective way how to implement this scenario in SimpleSAMLphp? I know that I will probably use Authentication Processing Filters in SimpleSAMLphp for that.
