"This sounds very much like a time zone problem on the client machine,
or on your external SSO host. Messages like this often appear when
using X.509 certificates if the time zones are not provisioned
properly on both sides of the service, or if the clocks are not set
properly on each end. "
Could this be it? Where on the globe are you located?

I am facing the same problem.
Google Apps - This service cannot be accessed because your login credentials are not yet valid. Please log in and try again.
