SimpleDBM 1.0.23 uploaded to Maven and license changed to APL V2.0

Hi,

Due to lack of time I am unable to continue the V2 development branch. So I have merged some of the stuff from the V2 branch into the main branch. No functional changes - just some internal improvements.

I also took this opportunity to update the license to Apache V2.0. GPL and LGPL are available as optional alternative licenses.

The new release 1.0.23 is available from Maven Central.
