sbt 0.4

I am pleased to announce the release of sbt 0.4. This release
includes several new features, bug fixes, and documentation. Please
see the change summary[1] for more information.

Some additional items of interest:
* Nathan uses the new sbt loader in his latest article[2] to get
users up and running with Databinder dispatch at a Scala interactive
prompt quickly.
* There is a new page containing example project definitions[3].
Please feel free to contribute more examples or links to project
definitions.
* I have tried to update all of the documentation. Most of the
changes occured in revision 506[4] if you would like to review the
updates. I haven't gotten to the following yet:
+ Documentation for publishing and inline configurations for
automatic dependency management
+ Updated multi-project behavior
Additionally, if you notice any gaps, out-of-date or otherwise
incorrect information, or have any comments or suggestions, please let
me know (direct email is fine for small items).
